I'm just curious where the best "hang outs"/job boards are to attract star-quality Rails coding talent?
I have a position for a lead programmer I need filled ASAP, and before I start to drop $150-$500 posting ads at one of the many hundreds of different job boards, a little direction would certainly be helpful.
How can I find the best Rails coding talent?

Have you tried poking around workingiwthrails.com? They have a job board as well as a directory of Rails devs. You can search the profiles up there according to the search criteria of "available for hire" and you may have success directly contacting someone whose profile/portfoilo peaks you interest. I don't think their job board has been around that long so it may not be getting too much attention yet.
37signals themselves run their job board which I'm sure you're aware of. Again, not sure if that's your best option, but probably pretty solid.
There are others which I'm forgetting right now, but as a Rails developer I can tell you that those are the two of which I am most aware,

I thought the entire point of rails is that you don't need to be a programmer to use it.
