Windows Prototyping/Wireframe layout software?

Hi everyone,
I am looking for some good software that will allow me to wireframe/prototype a website layout without having to worry about fancy colors or graphics. Just keeping the elements grayscale.
I know Visio is one that can do stuff similar, but are there any alternatives?

I had actually just written an article on this very topic. If you're looking for a really robust tool, I'd suggest Fireworks. Not only is it great for rapid wireframing, you can continue to use it for your designs themselves.

If you're not worried about fancy colours and graphics, then I suggest a pencil and a sheet of paper. There is no quicker or more intuitive layout tool in existence.
